Background Information:

Innovations for Poverty Action (IPA), is an international non-profit research organization. Based in New Haven, CT, with offices in Washington, D.C. and worldwide, IPA works with development partners and academic researchers to create and evaluate approaches to solving development problems, to communicate “what works” in development and to scale up successful projects in a variety of fields, including health, education, microfinance, governance and agriculture.
Position Summary: 
This Associate Director of Programs and Knowledge Management position will assist with the provision of oversight and management of and support to the Asia Country Programs portfolio so that they can grow research and outreach activities and become influential actors in the policy space.
With guidance and leadership from the Chief of Programs and Senior Management Team, the Associate Director will support and oversee country management staff with all aspects of their roles, including research development and oversight, policy outreach, and management and planning of the country office’s operations and infrastructure. The ADCP will also with a programs support staff to lead and coordinate trainings and developing resources for country management staff, reviewing new project proposals to ensure they are in line with IPA strategy and guidelines and play an important role in ensuring that the Country Programs achieve their strategic goals.
The Associate Director of Programs will also work closely with the Research Methods and Training to design and roll out improved data and knowledge management systems. In this role, the Associate Director will lead efforts to improve information systems and data management systems through IPA’s global programs, working to enhance IPA’s enterprise infrastructure and ensure that systems, processes and structures are sustainable, resilient and efficient.
Responsibilities:
The specific responsibilities of the Associate Director of Country Programs will include, but are not limited to:
Knowledge and Information Management
·             Refines roll out process and designs usage plans for Salesforce with Research Methods & Training (RM&T) team, works to advise and support improvements to project management system
·             Designs active project management implementation system to collect information on data collection, data entry and research protocols. The system will integrate with IPA's project database on Salesforce.
·             Works with RM&T, regional and country programs team to improve data digitization process (improved data entry and computer assisted interview infrastructure and support)
·             Helps to connect IPA knowledge management to provide timely and relevant updates to J-PAL and ensure cross organizational information sharing
·             Works with regional and country programs team to improve resource and information management with country and regional programs so as to better institutional memory

Regional Oversight and Support
·             Supports in providing day-to-day management and oversight to country programs in Asia to ensure overall success on their strategic priorities.
·             Guides IPA  Country Programs in Asia as they work to implement their goals and milestones, including project development, research oversight, partner outreach, financial management and operations
·             Responsible for ensuring appropriate capacity building to country programs management in Asia, helps to build core resources with Programs team.
·             Support country office financial plans and budgets, and oversee their implementation by Country Programs in Asia, including the review of proposals budgets for new projects within Country Programs so as to ensure budgets are in line IPA pricing policies, cover project costs appropriately
·              Use Country Program strategic plans and goals as a guide, work with Asia Programs team to refine roles and responsibilities between IPA country programs, regional teams and global
·             Supporting IPA Country Offices’ efforts to conduct partner outreach and develop new projects at the local level
·             Works with country programs to manage, develop and expand their research and partner network
·             Work with broader Programs team to reinforce, coordinate and support the development of standard operating procedures across functional area
The above is the main focus of this position. However, as Knowledge Management efforts become increasingly secure, this position will work to link these systems to Paths to Scale Initiative later in the year:
·             Works with Programs to ensure that the development research and policy agenda and activities are well informed by existing knowledge and current activity.
·             Work with Regional and Country teams to create design policy engagement plans for countries and ensure that strategic projects set targets.
·             Refine paths to scale framework and priorities and develop processes and systems so as to better leverage our core competencies
·         The ADCP is a senior member of the Programs team and reports directly to the Chief Program Officer.  S/he will work closely with the global Programs team and Senior Management Team.
Qualifications:
·             A Masters in social  or political sciences, public policy/administration, economics, or related fields
·             Experience in an IPA Country Office as a member of a management team (or equivalent position in a related organization) is strongly preferred.
·             Extensive experience with management of an NGO’s country office or similar set-up Experience developing and conducting staff trainings
·             Proven leadership skills and ability to think strategically
·             Willingness to travel extensively
·             Extensive experience working in Asia preferred
·             Proven success in designing and implementing institutional databases
·             Understanding of, and ability to simply explain Randomized Controlled Trials
·             Excellent oral and written communications, and presentations skills
·             Strong interpersonal skills and willingness to work as a team player
