Description:
The Maternal and Child Survival Program is a new global technical
assistance program, created by the
USAID/Bureau for Global Health to further
the Agency’s goal of Ending Preventable Child and Maternal Deaths. Implemented
by Jhpiego, John Snow, Inc. (JSI), Save the Children, ICF International, PATH,
Results for Development, PSI, and other collaborating agencies, this new
program works with global, regional and country partners to improve the
coverage, quality and sustainability of high impact RMNCH interventions at
scale. Health systems strengthening, equity, gender, community, the engagement
of civil society organizations, behavior change communications, and closing the
innovation gap are all part of the program’s cross-cutting approach. JSI leads
the Maternal and Child Survival Program’s work in child health, immunization,
pediatric HIV/AIDS, health management information systems and supply chain at
the global level and in most countries.
The Country Support Manager will work under the direction of the MCSP
Director of Country Programs and with JSI program, technical, finance and
administrative staff and staff from other MCSP partner organizations to design
and support country programs that are led by JSI or have substantial JSI
technical involvement. She or he will also play a similar role vis a vis
continuing MCHIP Associate Awards that are being led by JSI.
JSI currently leads MCSP and MCHIP country programs in Namibia, Uganda,
Zimbabwe and Yemen and has child health and immunization team members who will play
important technical roles on other programs in Kenya, Tanzania, Malawi,
Nigeria, India and a number of other countries.
RESPONSIBILITIES
The Country Support Manager (CSM) is responsible for overseeing the design
and management of country programs, particularly those with multiple technical
components and multiple organizational partners.
The CSM works closely with and provides backup to Chiefs of Party in
countries and Senior Program Officers who coordinate the work of the MCSP and
MCHIP HQ-based Country Support Teams (CST).
The role of the CSM varies depending on whether JSI is the country lead or
contributing only technical support to a country program.
Specific responsibilities will include:

Oversee the formation and
management of JSI-led Country Support Teams;
·
Oversee the recruitment and
orientation of JSI Chiefs of Party and Deputy Chiefs of Party and the
assignment/recruitment of JSI technical and program staff seconded to country
programs led by other partners;
·
Supervise Chiefs of Party in the
field and Senior Program Officers at headquarters;
·
Work with Country Support Teams
and USAID Missions during program design, annual workplanning and budgeting and
review and approve country workplans and budgets before submission to USAID
Missions and AOR for approval;
·
Ensure that technical assistance
has country ownership and is aligned with USAID/Mission and USAID/Washington
priorities;
·
Communicate with and ensure that
partnering decisions made by MCSP’s Executive Management Team (EMT) are carried
out by country teams;
·
Ensure Core and Field
Support-funded activities are built into country workplans in a seamless
fashion and with the full participation of the in- country team;
·
Interact with the MCSP Measurement,
Monitoring, Evaluation and Learning advisors on the design and implementation
of Performance Monitoring Plans and implementation research; guide country
contributions to project-wide program learning objectives;

Review external technical support
provided to country programs by all MCSP partners to ensure that it is
relevant, timely, of good quality and followed up;
·
Review and approve country trip
reports before posting on MCSP intranet and submission to USAID AOR team;
·
Review and assists in finalizing
country progress reports (quarterly, semiannual, annual and end-of-project),
ensuring that reporting is timely, accurate, and results focused;
·
Review country performance
against expected results and spending against approved budgets, and take action
as needed to bring both into line with approved plans;
·
Participate in country review
meetings with Country Support Teams and Executive Management Team;
·
Ensure that JSI’s contributions
to deliberables are of highest quality and delivered to the satisfaction of the
MCSP lead partner and respective USAID mission;
·
Conduct periodic client
satisfaction surveys with USAID/Mission clients and other partners working on
JSI-led country programs;
·
Support Chiefs of Party, Program
Officers and Country Support Teams in problem solving;
·
Mentor and empower COPs and
Program Officers to manage and support country programs as independently as
possible;
·
Navigate partner challenges in a
transparent manner to support the success of the country program and team;
·
Provide technical support in
areas of expertise as time permits
·
Carry out other tasks as assigned
QUALIFICATIONS
·
Public health generalist with
advanced degree in public health, public administration or related field and
the ability to facilitate the work of multi-organizational teams
·
Minimum 10 years experience
managing international health programs, with at least 2 years working overseas
in a developing country
·
Prior experience managing
USAID-funded programs preferred
·
Experience using/teaching the use
of common planning frameworks and monitoring tools
·
Results oriented with the ability
to lead teams in producing high quality work under deadline
·
Ability to effectively interact
with senior international health professionals and partners
·
Ability to manage multiple
activities simultaneously and work in a complex environment with teams whose
members are physically located in different time zones and geographic areas
·
Excellent verbal and written
communications skills
·
Group facilitation, team
building, mediation and coordination skills
·
Ability to effectively delegate
to and mentor country, program and technical staff
·
Willingness to travel up to 25%
of the time to developing countries
