Background Information:

Purpose of the Position
Under the general guidance
of the Director, UNICEF Tokyo, you will be responsible for the
conceptualization, planning, execution, monitoring and evaluation of a policy
advocacy and communication strategy to contribute to mobilizing and leveraging
resources from both Japan and Republic of Korea as well as strengthening
partnership to build further UNICEF's global mission and mandate.
Key Expected Results
1. Evidence-based policy
advocacy to mobilize resources for children.
- Under the broad guidance
of the Director, and close collaboration with the Programme section for Japan
and Korea, analyses the advocacy environment; identifies communication/advocacy
opportunities; develops a strategy to communicate for mobilizing resources from
Japan and Korea; identifies effective communication and advocacy channels; and
monitors and evaluates their impacts.
- Under the guidance of the
Director, enhances partnerships and effective networks with influential
individuals, professional groups and organizations whose support is essential
to mobilize and leverage resources.
- Provides professional
advice to the programme section for Japan and Korea in recommending resource
mobilization opportunities, approaches and innovative modalities of cooperation
for partnership with donors both at the strategic level and in the field level.
- Takes a proactive role in
developing resource mobilization strategies and actions for RR, thematic, ORR
and ORE contributions.
- Takes a coordination role
to collaborate with the national committees of Japan as well as the Programme
section in exploring opportunities for innovating public-private partnership.
- Serves as a focal point
for the Parliamentarian League for UNICEF in Japan to advocate for UNICEF`s
global missions as well as for increasing ODA for children and quality
resources for UNICEF.
- Prepares briefing notes
for Senior UNICEF staff visits as well as OED engagement opportunities with
Japan’s key parliamentarians and the UNICEF Goodwill Ambassador, participates
in and summarizes results from the meetings.
2. Advocacy and
communication
- In partnership with key
partners including the Japan and Korean Committee for UNICEF, develops
strategies to get children`s and women`s issues into the public domain, strengthens political will in support of
UNICEF's mission and objectives, and monitors its impact.
- Advises the Director and
UNICEF Tokyo team on the effective use of tools of advocacy and public
communication, including utilization of digital and other innovative media
channels, press briefing and conferences, media interviews in support of
UNICEF`s mission and mandate.
- Engages nationally known
personalities, including the UNICEF Goodwill Ambassador and organizes special
events and activities including field visits in support of UNICEF`s mission as
well as resource mobilization effort.
- In partnership with the
Japan committee for UNICEF, collaborates with influential mass media through
strategic activities such as organizing a media briefing and supporting field
visits to UNICEF country programmes, facilitating photo coverage and TV
footage, and utilizes both web-based and traditional media when appropriate to
generate and maintain public interest in supporting ODA for children, and tell
the story of UNICEF`s partnership with Japan to a wider audience.
Qualifications of Successful
Candidate
- Advanced university degree
in Communication, Journalism, Public Relations; or equivalent professional work
experience in the communication or resource mobilization area, combined with an
advanced university degree in a related discipline.
- Five years of
progressively responsible relevant work experience in policy advocacy,
communication, resource mobilization or related field.
- Fluency in English and
Japanese is required. Knowledge of other
UN languages (French, Arabic or Spanish) would be an asset.
