Background Information:
For 60 years, UNICEF has

the protection of children from violence, exploitation, and AIDS. UNICEF is

Purpose of the Position
Under the supervision of the
Senior Adviser, Health (Chief HIV/AIDS), the staff member will coordinate
UNICEF technical support to regional and country offices on HIV/AIDS and MNCH
alignment and integration, through the operationalization of the Cooperative
Agreement (CoAg) with the Centers for Disease Control (CDC), Atlanta, and other
relevant HIV-related partnership agreements.
This includes identifying priority strategic and programmatic areas for
funding at the global, regional and country levels, supporting managerial and
financial coordination between partner organizations and UNICEF, and with
implementing countries. The staff member
will be providing technical support to countries on performance and progress
monitoring using the MoRES framework. The
support will also focus on country programme reviews, strategic planning, revision/development
of national HIV strategies and plans and support to implementation. The overall
goal is to harmonize and prioritize joint supports and ensure better HIV
results in the broader context of maternal and child health and survival.
Key Expected Results
Regional/country support:
1. In collaboration with
UNICEF regional and country offices and relevant regional coordination
mechanisms and structures, identify, prioritize and respond to technical
support needs and requests of countries. The focus will be on PEPFAR focus
countries through the implementation of CDC-UNICEF Cooperative Agreement.
Specific activities include national programme reviews, strategic planning, and
identification of areas for technical assistance through a consultative
process, and support to implementation and monitoring and evaluation of
programme performance, using the MoRES framework.
2. Coordinate the UNICEF/CDC
CoAg in collaboration with UNICEF regional and country offices through support
to identification of priority areas of action and provide oversight through the
CoAG cycle. Establish and maintain mechanisms to follow up on implementation
and to document and share lessons learnt across regions and countries to inform
advocacy, resource mobilization and leveraging, programming and overall scale
up efforts.
3. In support to PARMO,
facilitate administrative management of the MNH cluster`s and HIV section`s
HIV-related collaborative work with partners and donors, including UNICEF-CDC
CoAg across UNICEF HQ, regional and country offices in collaboration with the
HIV section.
End Result(s): Support
provided to regions and countries in identifying and prioritizing their
programme`s needs and priorities. Coordination and harmonization of UNICEF, CDC
and partners` efforts to support national efforts towards better HIV results in
the broader context of maternal and child health and survival.
Technical support:
4. Coordinate with CDC,
UNICEF regional offices, country offices and partners UNICEF/CDC CoAg grant
implementation, including development of country proposals and operational
plans, and technical supports to countries that request assistance. This
includes leveraging resources across UNICEF divisions and sections (HIV,
Health, Nutrition, ADAP, Education, Social Protection, etc) and regional and
country offices through pro-active engagement to ensure inter-sectoral response
and prioritization for better HIV results in the broader context of maternal
and child health and survival.
5. Coordinate collaborative
work with CDC and other relevant partners to build local capacity, especially
at the decentralized level, in data driven planning and monitoring for results
(MoRES) to sharpen national and subnational strategies and plans.
6. In collaboration with
CDC, and global and regional coordination mechanisms and structures, and
through UNICEF and CDC country level focal points, track progress in
implementation of country operational plans, recommendations and actions plans.
This will include timely identification of bottlenecks/challenges and
implementation of follow up actions/support and development of progress
reports.
End Result(s): UNICEF HQ capacity improved in working with
key global, regional and country level partners to identify technical
assistance needs, leverage technical and financial resources for
implementation, and provide operational guidance and technical leadership in
response to priority countries technical support needs/requests.
Leveraging partnerships and
resources:
7. Work with UNICEF regional
offices, country offices and national governments to leverage resources and
partners that work at the country level to ensure coordinated and harmonized
support to programme planning and implementation, especially at the
decentralized level. This includes government ministries, CoAg partners,
relevant technical working groups, UN coordination teams and global, regional
and local institutions. The staff member will ensure harmonization and
complementarity with CDC support to country level efforts.
8. Establish mechanisms to
ensure timely follow up with regions and countries to ensure technical
assistance needs have been met. Track technical assistance responses and report
regularly on the status of technical assistance requests and provision. As a member
of the MNH cluster in the Health Section, participate actively in the
coordination and monitoring of HIV-related grants and projects against their
agreed goals, objectives and key deliverables, with focus on CDC-UNICEF CoAg.
End Result(s): Global, regional
and country level partnerships and resources to respond timely and effectively
to countries` technical support needs leveraged.
Qualifications of Successful
Candidate
- Advanced university degree
in Medicine, Social Sciences, Epidemiology, Public Health or related technical
field. Sound knowledge of theory, practice, and application of epidemiological
and operational research methodologies, including design and evaluation of
research; scientific and technical report writing techniques and methods.*
- Ten years of relevant work
experience at the national and international levels in programme management,
monitoring and evaluation, in a related field. Experience in:
- Managing complex
partnerships including Coordinating and organizing with and between a large
group of United Nations Agencies, donors and partners.
- Convening national
partners and working with Ministries of Health on the revision of policies and
programmes
- Programming around PMTCT
and Paediatric HIV care, support and treatment including good understanding of
health systems in resource limited settings
- Planning, designing and
conducting assessments and evaluations, including defining assessment
methodology, writing protocols, organizing data collection, analysis of
epidemiological data, preparing technical and scientific papers for publication
- Establishing standards and
evaluating programme performance and impact
- Reviewing and analyzing a
variety of technical review comments on projects, and recommending appropriate
actions
- Preparing and presenting
clear and concise oral and written communications; preparing a variety of
narrative documents including policy statements and scientific publications
- Experience working with
the United Nations, particularly UNICEF is an advantage
- Fluency in English is
required. Fluency in French is desirable.
*A first level university
degree with a relevant combination of academic qualifications and experience
may be accepted in lieu of the advanced university degree.
