 Background Information:

Purpose of the Position
Under the direct supervision of the Chief, Social Policy, responsible for support to the analytical functions, with particular focus on socio-economic analysis linked to social policy, social protection and planning for children. In coordination with other programmes/units provides technical social and economic expertise in policy analysis, budget monitoring and analysis, public expenditure tracking, costing of policy options (including social protection), and participation in national public expenditure reviews, with a view to influencing these processes and increasing allocations to children and vulnerable groups and strengthening national social protection systems/ programmes. Support in particular initiatives to enhance capacity of social ministries to participate in budgetary processes, in implementation of the TASAF III (Tanzania Social Action Fund III) as well as to strengthen decentralized planning and monitoring of district resource allocations for child poverty and disparity reduction.

Key Expected Results
1. Provides technical support and guidance on national planning and budgeting on issues related to children`s rights. Assists UNICEF country programme and government partners in costing policy options and monitoring expenditures related to social protection and programmes that target children and vulnerable groups.

2. Linking with the Social Planning and Budgeting Cluster efforts provides technical inputs to ensure that district development plans and other social policy and planning documents at the district level articulate and prioritize expenditure for child-targeted programmes and that they can be refined for adoption through the annual MTEF/PER process.

3. Strengthening and operationalizing UNICEF`s participation in the national social protection programmes/TASFIII, in coordination with the programmes sections and the zone offices and the UNDAP Working Group on Social Protection.

4. Designs, prepares, implements, monitors and evaluates assigned programmes or specific project(s). Analyzes and evaluates data to ensure achievement of objectives and/or takes corrective action when necessary to meet programme/project objectives. Contributes to the development and/or introduction of new approaches, methods and practices in programme planning, management and evaluation.

5. Links with other programmes and facilitates inter-sectoral linkages at both national and district level; facilitates both internal and external learning processes out the district initiatives; monitors the disbursement of funds and proper utilization of UNICEF resources and liquidation; liaises and links with Government ministries and advocate for institutionalization and scaling up of district initiatives, with particular attention to costing issues. Helps document and assess experiences.

6. Participates in meetings and other national and sub-national for a (e.g Public Expenditure Reviews, social protection fora) and provides technical advice and assistance to government officials and other partners on strengthening of inter-sectoral efforts to focus on children in national development planning.

7. Participates in the preparation of all programme reports for management, Board, donors, budget reviews, programme analysis, and annual reports as required. This will include but not be limited to the Country Programme Document(CPD) and CPAP, AWPs, and Country Programme Summary Sheets.

Qualifications of Successful Candidate
- Advanced university degree in Economics, Development Planning, or related technical field.*

- Five years of progressively responsible relevant work experience at the national and international levels in programme management, monitoring and evaluation, in a related field.

- Fluency in English and another UN language. Knowledge of Kiswahili would be an asset.

*A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
