Purpose of the Position
As the Focal Point of
internal coordination for Polio, accountable for assisting the Senior Health
Adviser (Deputy Polio Team Lead) with the management of cost effective and
efficient functioning, administration and implementation of the Polio
programmes and coordinate the internal team`s functions in accordance with
Global Polio Eradication Initiative (GPEI) strategy, plans and decisions.
Under the guidance of the
Deputy Team Lead, Polio Eradication Programme, this position will provide
coordination for Polio`s leadership role in internal partnerships and
initiatives, enhancing collaboration with other HQ Sections, Regional and
Country offices. This position is to
coordinate the overall Polio-HQ support to Regional and Country Offices and
overarching programme level coordination of cross cutting issues with other
UNICEF divisions. Support preparation of materials for coordination with donors
and other partners as and when required.
Key Expected Results
1. Effective knowledge
management and information exchange.
Contribute to the Polio
programme by supporting knowledge management through information collection and
analysis, complete and accurate reporting and by ensuring that shared document
areas (W Drive, GPEI SharePoint, outcomes of key meetings) are up-to-date and
kept relevant as well as providing an archive of data for research and audit
purposes.

Team is enabled, with
information, to work more effectively and efficiently.
2. Programme work plans and
recommendations prepared and incorporated. Programme reports prepared as
required.
Contribute to the
identification of critical intervention points and measures by administering a
consistent and transparent monitoring system of Polio milestones. Draft or
coordinate, in conjunction with the Deputy Team Lead and programme team, work
plans as required. Propose adjustments/changes in work plans and track
progress. Propose recommendations for inclusion in formal programme
documentation, and new approaches, methods and practices for supervisor. Liaise with and facilitate programme guidance
from relevant UNICEF sections in order to develop/update an overall strategic
work plan to ensure that, where possible, Polio is integrated with existing
section planning, and vice-versa to maximise country-level delivery and
support;

Senior Management is kept
up-to-date on progress on Polio work plan at all times.
3. Effective partnership and
collaboration achieved and maintained for Polio programme coordination,
information sharing and networking within UNICEF.
Collaborative opportunities
between the Polio Programme and other divisions are identified and optimised,
including to Immunization Management Group (IMG), which is co-chaired by Polio
and Immunization, and its sub-groups. Under the direction of the Deputy Team
Leader and supporting the work of the Programme Specialist (P3), plan and
implement information flow framework to optimize communication between the
Polio Programme and all other stakeholders. Facilitate partnership and
collaboration with internal counterparts in order to improve the ability to
collect and disseminate data and information, to exchange information on
programme/project status. Establish and maintain linkage to current and
accurate Polio programme data.
End Result(s):
Where possible Polio is
included in planning with other sections of UNICEF (and vice-versa) as well
that Management is aware of interactions and activities between sections.
4. Management support to
facilitate highest standards of quality in overall programme implementation
within the Polio section.
In collaboration with the
Deputy Team Lead Polio and working closely with polio Programme Specialist
(P3), follow-up on agreed actions, develop strategies and propose actions to
address priority issues and resolve problems, enhancing the overall function within
the Section. Analyse issues and situations to understand underlying causes,
possible outcomes, and suggest solutions. Streamline processes to enhance the
quality, relevance, and timeliness of technical support to Country and Regional
offices, including facilitating and contributing to the process of drafting,
editing, and finalising written outputs for final review by the Deputy Team
Lead Polio.
End Result(s):
Issues are resolved in
timely manner with quality information as basis of resolution. NYHQ interactions
with Country and Regional offices is streamlined.
Qualifications of Successful
Candidate
- University degree in
Social Sciences, International Relations, Government, Public Administration,
Public Policy, Social Policy, Social Development, Community Development, or
other relevant disciplines, with specialized training in conflict resolution.
- Two years of relevant work
experience. Both national and International work experience in coordination,
project management, administration and/or other related fields
- Fluency in English and
another UN language.
