Description:
IMA World Health is currently seeking a Quality Improvement Specialist to support an anticipated USAID funded project, Systems for Health in Ghana. The Systems for Health project will strengthen health system coordination and management to improve delivery of quality health services at the regional, district, sub-district, and community levels. The project will work with national, regional, district and sub-district levels as well as the Community-based Health and Planning Services (CHPS) system to build capacity within the public health system to enable sustainability beyond the immediate lifetime of the program. The Quality Improvement Specialist’s primary duty is to lead and facilitate clinical quality improvement teams focused on implementation of evidence based medicine, disease management, and access and coordination of patient care. He/she provides leadership in building the capacity of local counterparts and transfer of learning for continuous quality and performance improvement (QI/PI) approaches that are patient and gender sensitive while achieving sustainable results in health service delivery.
This position will provide key support in pre-service and in-service training improvement activities, strengthening district and CHPS system strategy implementation activities in specified areas and support other aspects of health system strengthening and improvement. The Quality Improvement Specialist should be familiar with Ghana Health Services structures at all levels with particular reference to their regions of location.
Duties:
• Lead the development and implementation of strategies for improving the access of communities to clinical services and information.
• Provide technical guidance for planning, implementing, monitoring and evaluating program activities for the accomplishment of project objectives.
• Assist in overseeing the development, successful implementation, and monitoring of the project's Quality Improvement strategies.
• Assist in the development of the project's Quality Improvement annual work plan and budget.
• Liaise with the outreach programs teams to ensure linkages of clinical and community services.
• Monitor progress to ensure that goals and objectives are achieved.
• Conduct analyses of data findings for quality and process improvement and assist in report preparation.
• Coordinate technical assistance of public and private sector counterparts to support and strengthen the decentralized implementation of a quality assurance (QA) program, including building capacity for continuous QI/PI and monitoring.
• Assist service sites to establish functioning QA teams (QATs), and to apply practical QI/PI approaches for problem identification and solving.
• Provide technical support in other QA related activities in RCH, HIV/AIDS and TB, including resource and curriculum development and guidance on clinical issues.
• Provide technical assistance to stakeholders through knowledge and use of quality improvement practices that will assist stakeholders in process improvement procedures already in place or in identifying specific areas that needs improvement.
• Monitor and assess the implementation of program activities at the regional, district, and sub-district level.
• Contribute to documentation of project activities and monitor achievements including participating in assessments and evaluations, monitoring and supervisory visits to health facilities in the regions, districts, and sub-districts.
• Support program monitoring and evaluation activities, especially in routine data collection for tracking project indicators and the development and presentation of results.
• Travel to and work in the focus geographic areas up to 50% of the time.
• Other responsibilities as assigned.
Qualifications: 
• Medical Degree (doctor or nursing) or Master's degree in Public Health or related degree.
• Minimum of 4 years relevant professional experience in service delivery project implementation, and monitoring and evaluation.
• At least 3 years of experience in designing QI plans and implementing process for health programs with an in depth knowledge of health program strategies and indicators.
• Experience in analysis software (Excel, SPSS, EPI Info, PDA, GIS, etc.).
• Quality Improvement background and experience is important with baseline experience in use of data and statistics in analysis of health care quality improvement projects as well as basic building of data collection formats.
• Strong organizational and administrative skills.
• Excellent verbal, written, and interpersonal communication skills, including report writing and workshop facilitation.
• Ability and willingness to travel in-county.
• Familiarity with the political, social, economic and cultural context of working in Ghana.
• Experience conducting quality assurance, QI/PI at various levels in the public sector system preferred.
• Proficient in the application of practical QI/PI tools and approaches.
• Experience with and understanding of GHS structure and functional systems, and with USAID-funded projects (experience with PEPFAR preferred).
• Demonstrated ability to work collegially with other technical staff, experts, and with counterparts from the public, private and NGO sectors.
• Exceptional skills in interpersonal communication, teamwork, partnering, and consensus-building.
• Excellent facilitation and presentation skills, good computer skills and basic data management and analysis capacity.
• Fluency in English required.
