Purpose of the Position
Under the direct supervision
of the Chief of Operations, the Construction Specialist will manage the
construction unit of UNICEF Central Africa Republic Country Office and will
collaborate closely with supply and programme colleagues in defining
constructions interventions to meet programmatic needs.
Key Expected Results
Management of Construction
Unit:
- Assess the situation of
the construction unit with regard to objectives and resources, including
planning, procurement, implementation, monitoring and quality assurance
strategies. Recommend and arrange where necessary changes.
- Lead the construction unit
to plan, implement and monitor the assigned activities.
- Supervises 2 UNICEF
Consultants ( National Architects )
Planning:
- Assist Programme Sections
in the planning of construction/rehabilitation projects and liaise with
relevant units of the Government and implementing partners
- Coordinate the production
of all construction documents (e.g. design, specifications, bill of quantities,
etc.) and elaborate construction estimates.
- Attend site assessment
visits for site selection.
Procurement:
- Ensure timely bidding, and
full compliance with procurement rules and regulations (e.g. UN Procurement
guidelines and UNICEF Supply Manual).
- Assist UNICEF in the
preparation of bidding documents (e.g. Terms of References, Expression of
Interest, Request for Proposals, etc.).
- Assist UNICEF in
pre-qualifying contractors and support the short-listing of qualified
contractors/vendors for construction services.
- Attend pre-bid site
meeting/conference, respond to queries, clarify bid documents, etc.
- Assist UNICEF in the
technical and financial evaluations of received bids and in the preparation and
sign off of contractual documents for construction works/services.
Implementation:
- Coordinate and liaise with
all actors involved in the implementation of construction projects.
- Undertake field visits in
regular bases in order to monitor and evaluate project implementation, identify
problems and propose remedial action. Identify alternative courses of action to
accelerate/improve programme delivery.
- Closely work with local
authorities and beneficiary communities during planning, implementation and
resolving the social issues related to the construction sites that may arise.
Submit the field trip reports in time with findings and recommendations for
action by supervisors.
- Develop the work plan for
the implementation of the quality assurance strategy and monitor compliance to
ensure objectives and targets are met and achieved.
- Develop a comprehensive
monitoring and quality control system for UNICEF supported construction works.
Maintains a tracking system of consultants/contractors visits to the sites,
instruction to the consultants/contractors are logged in the field book to
ensure that all construction sites are adequately supervised and technical
support provided by the Consultants/contractors.
- Approve disbursement of
funds ensuring proper utilization and accountability, and ensure that
activities are within established plans of action and the programme budget
allotments.
- Participate in the
preparation of programme reports.
- Ensure detailed records
are kept of all construction activities, enabling real-time tracking of
construction progress.
- Any other duty as might be
required by the supervisor.
Qualifications of Successful
Candidate
Education:
Advanced degree in civil
engineering, construction engineering, architecture or other relevant technical
area. Specialization in construction of buildings is preferred. *A first
university degree with a relevant combination of academic qualifications and
experience may be accepted in lieu of advanced university degree.*
Work Experience:
At least five years of
direct, hands on, professional work experience in construction, planning, and
project management. The incumbent should
have worked in the construction field preferably should have dealt with management
of consulting companies and contractors. Proven ability to identify potential
problems and recommend appropriate solutions manner; as well as strong links in
humanitarian community; excellent writing and presentation skills; ability to
work productively in a multi-cultural environment; good health and willingness
to travel and live in locations with difficult conditions.
Desirable but not essential
that the incumbent has previous work experience with UNICEF or the UN
system. Working experience with an
international organization and government system will be an asset.
