Description:
The Partnership for Supply Chain Management (PFSCM) brings together
multiple private sector,
non-government and faith-based organizations that are
among the most trusted names in supply chain management and international
public health and development in the world. PFSCM has been recognized
internationally for its work to save lives through stronger public health
supply chains; the partnership won two supply chain distinction
awards from the European Supply Chain and Logistics Summit in 2010 and was
a finalist in the 2012 Supply Chain Innovation Award Competition sponsored by
the Council of Supply Chain Management Professionals (CSCMP) and
SupplyChainBrain.
PFSCM is implementing the Supply Chain Management System (SCMS) contract
for USAID as part of the President’s Emergency Plan for AIDS Relief (PEPFAR).
With offices in more than 20 countries and over 800 dedicated staff members
around the world, SCMS is helping to improve the lives of people living with
HIV/AIDS in some of the countries most severely impacted by the pandemic. SCMS
procures essential medicines and supplies at affordable prices; helps
strengthen and build cost-effective, reliable, secure and sustainable supply chain
systems; and fosters coordination of key stakeholders.
The Global Fund to Fight AIDS, Tuberculosis and Malaria is a major
financing institution in the fight against these diseases in 140 countries. The
Global Fund selected PFSCM to be its primary Procurement Agent for Global Fund
principal recipients, under its Pooled Procurement Mechanism (PPM) aimed at
ensuring a cost-effective and efficient procurement process that meets all the
Global Fund standards for a Procurement Agent. This service provides support to
countries to resolve procurement bottlenecks and supply chain management
challenges and to facilitate timely access to pharmaceuticals and other health
products.
In addition, PFSCM implements other supply chain management projects with
other client/donors as appropriate.
RESPONSIBILITIES

The PPM Project Director is a
member of PFSCM’s Global Supply Chain team and is based in Woerden,
Netherlands. The PPM Project Director is responsible for providing strategic
vision consistent with PPM contract objectives, managing deliverables and
client relations and successfully executing the PPM contract.

The Project Director is PFSCM’s
principal counterpart to the Global Fund secretariat together with the PPM
Global Fund liaison and PPM Deputy Directors,

This position is responsible for
timely implementation and overall performance of the PPM service and contract
compliance.
·
The Project Director also
represents PFSCM in Woerden, Netherlands with responsibility for corporate
strategy and corporate objectives.

The PPM Project Director will
serve as a local liaison between PFSCM and i+ solutions for strategic and
operational discussions.

The PPM Project Director is
responsible for creating and maintaining the PFSCM culture in the Woerden PMO
in a way which respects the i+ solutions culture as the host organization.
Specific Responsibilities:
1. Works closely with the Global Fund secretariat, PPM management team and
PFSCM corporate office to develop PPM strategies and implementation plans.
2. Manages and oversees PPM service implementation including staff
activities/performance and KPIs.
3. Manages project performance according to the budgetary and contractual
commitments outlined in the PPM contract(s), including any additional modifications
or changes to the current scope of activities.
4. Supervises key leadership positions including PPM Deputy Director Supply
Chain Operations, Deputy Director Client Relations, Deputy Director Finance,
Global Fund Liaison and the RSM Project Manager.
5. Provides oversight to project specific support functions including PMU
Advisor, Human Resource Officer and Communications Specialist in close
collaboration with their respective technical managers at the Arlington PMO.
6. Manages the PPM management team to develop a culture of excellence and
continuous improvement.
7. Provides management direction, and ensures coordination, communication,
and integration among PPM units and within project management.
8. Allocates budget and staff resources to ensure optimal PPM services.
9. Monitors and oversees financial management systems and financial
performance.
10. Ensures that SOPs and performance management systems support Global
Fund objectives.
11. Manages and addresses performance deficiencies and client queries, and
oversees the process of continuous program improvement.
12. Ensures implementation of risk management procedures and policies.
13. Provides leadership to promote coordination, communication, and integration
with PFSCM field offices and other projects to ensure appropriate synergies and
avoid conflicts.
14. Assures PFSCM resources are made available for other activities as
required by the Global Fund.
15. Submits quarterly performance and financial reports to the Global Fund.
16. Communicates with and provides status updates to PFSCM Management,
Global Fund and sub-contractors.
17. Collaborates with PFSCM HR Manager to address human resource needs for
all PFSCM staff at this location.
18. Collaborates with Director Global Supply Chain on corporate objectives.
19. Collaborates with the Performance Management and Knowledge Sharing and
Communications Units.
20. Collaborates with the MIS team as needed for project and corporate
needs.
21. Other duties as assigned.
QUALIFICATIONS
·
Master’s degree in public health,
business or public administration, project management, logistics, supply chain
management or equivalent experience.
·
Minimum of 15 years of experience
in the area of public health/health development Experience in pharmaceuticals
and medical supplies and/or supply chain management systems.
·
Experience working with
international donor agencies, particularly Global Fund a plus.
·
Experience working in and/or with
developing countries.
·
Experience in multicultural team
management.
·
Proven track record demonstrating
leadership skills, project management, budget and resource management
experience, and customer relationship management capability.
·
Demonstrated ability to work
successfully with donors, non-governmental organizations, and local government
partners.
·
Excellent written and oral
communication skills.
·
English fluency required,
including speaking, writing, understanding, and reading.
·
Preferred fluency in second
language (French, Spanish or Portuguese).
·
Strong interpersonal and
representational skills.
·
Ability to prepare and deliver
public presentations.
·
Proficiency in common computer
packages (eg.Word, Excel, PowerPoint) relevant to the work.
·
Ability to travel internationally
20% of the time.
