Immunization Center Overview
Through its Immunization Center, JSI seeks to strengthen global, regional
and country efforts to improve
routine immunization (RI) systems and increase
coverage at scale in a sustainable and equitable way with attention to quality.
JSI is a global leader known for its focus on strengthening routine
immunization as an integral part of the broader health system. JSI works at
scale with Ministries of Health and partners to support the multiple
interrelated components of the RI system, and to identify, design and spread
promising new program approaches to sustainably overcome long-standing
challenges. JSI is recognized for its global and customized country work to
build capacity, reduce inequity, improve the availability, quality and use of
data at all levels, partner with communities and civil society, introduce new
life-saving vaccines, change behavior, strengthen communications, and
professionalize supply chain management.
The Center influences the global technical agenda for RI system
strengthening through advocacy with partners and participation in international
forums to share JSI’s technical expertise and development perspective, pursuing
the inclusion of RI strengthening in all immunization-related efforts. In
addition to this global technical leadership role, the Center serves as the hub
for all immunization technical activity within JSI, and manages a portfolio of
immunization-related projects and new business opportunities, in collaboration
with other JSI Centers and the organization’s bilateral and centrally-funded
projects.
The Immunization Center is seeking a Senior Technical Officer to support
the development and implementation of the Center’s strategy for technical
leadership to contribute and influence the global agenda for RI system
strengthening.
RESPONSIBILITIES
The STO will work under the supervision of the Center Director with other
technical staff to represent the Center’s strategic goals with partners and
clients, assist in collaboration within JSI to strengthen and harmonize the
organization’s technical work in the area of immunization, and foster new
business development opportunities, participating in the design of new projects
and activities.
The Senior Technical Officer will provide support to countries served by
the various projects in the Center’s portfolio, by providing expertise in the
design, implementation, evaluation and documentation of interventions leading
to sustainable and high quality RI coverage. This may include providing
technical input to improve the planning, management, coordination, training,
monitoring, and/or evaluation of RI. In addition, JSI provides technical
assistance to support new vaccine introduction within the broader routine
system.
The STO will work with countries to address delivery systems issues including
cold chain and logistics; plan advocacy and communication activities; assist
countries to apply to GAVI and prepare for new vaccine introduction through
updating comprehensive multi-year plans; and integrate vaccination within the
broader contexts of primary health care and disease prevention and control. In
all activities, the STO will be called upon to work with technical staff from
other international partner organizations at country, regional and global
levels to collaborate on key policies and program strategies.
Responsibilities will include, but not be limited to, the following
assigned duties:
Immunization Center Global Technical Leadership
·
Participate in defining and
implementing JSI’s technical agenda to support routine immunization as a global
technical priority;
·
Provide guidance to partner
organizations and country stakeholders in the areas of routine immunization and
the control of vaccine-preventable disease;
·
Prepare issues papers, technical
documents, presentations and peer-reviewed articles on program strategies,
findings and research results;
·
Represent JSI at international
forums for technical exchange, including technical advisory groups, working
groups, workshops and conferences.
Promoting Technical Excellence across all JSI activities
·
Serve as a technical advisor to
JSI immunization activities, providing inputs to bilateral and centrally-funded
projects;
·
Collaborate with JSI’s Center for
Logistics Services, Center for Health Information Monitoring and Evaluation,
Center for mHealth, Center for Maternal, Neonatal and Child Health, and others
to provide technical guidance on collaborative efforts which have, or could
have, an immunization element.
Technical Support to Immunization Center Projects
·
Provide technical assistance for
preparedness, implementation and/or monitoring/evaluation of new vaccine
introductions in Africa and Asia;
·
Identify needs and provide
technical support and backstopping for regional and country interventions
related to RI, introduction of new vaccines, accelerated disease control, and
other aspects of quality immunization service delivery;
·
Provide direct on-site technical
assistance to country programs and other field activities;
·
Participate in the development
and monitoring of annual work plans, budgets, reports, and performance reviews;
·
Participate in and train others
in the use of data at national and sub-national levels to strengthen planning,
management and monitoring of progress towards achievement of new vaccine and/or
RI results.
New Business Development
Participate in proposal
development and client management, including design of technical implementation
strategies, and leading or contributing to technical writing.
Perform other technical duties as assigned by the Immunization Center
Director.
QUALIFICATIONS
·
Graduate degree in public health
or equivalent and a minimum 8 years working in the field of international
public health;
·
At least five years direct
experience providing technical assistance specifically for routine immunization
at national or sub-national level in multiple developing countries, with
experience in both Africa and Asia preferred;
·
Experience as an advisor to
ministries of health, international agencies and/or NGO public health programs
at national, regional and global levels;
·
Proven ability to assess RI needs
and to develop and implement successful program interventions, including
experience with: 1) national or sub-national immunization planning; 2) capacity
building for system strengthening; 3) design of community-oriented strategies
to increase coverage; 4) use of immunization data for monitoring and decision
making; 5) assessment of cold chain and logistics performance and needs; and,
6) other actions to sustain quality immunization services;
·
Excellent interpersonal and team
skills, including demonstrated ability to interact professionally with
culturally and linguistically diverse staff, clients, and consultants
·
Ability to work independently,
manage multiple tasks concurrently, and meet deadlines with attention to detail
and quality;
·
Fluent spoken and written
English; additional ability in French, Portuguese or Russian desirable;
·
Excellent written and oral
communication in English;
·
Excellent computer skills;
·
Willingness to travel up to 35%
of the time;
·
Experience working with USAID
development projects desirable.
