Description:
The Partnership for Supply Chain Management (PFSCM) brings together
multiple private sector, non-government and faith-based organizations that are
among the most trusted names in supply chain
management and international
public health and development in the world. PFSCM has been recognized
internationally for its work to save lives through stronger public health
supply chains; the partnership won two supply chain distinction awards from the
European Supply Chain and Logistics Summit in 2010 and was a finalist in the
2012 Supply Chain Innovation Award Competition sponsored by the Council of
Supply Chain Management Professionals (CSCMP) and SupplyChainBrain.
PFSCM is implementing the Supply Chain Management System (SCMS) contract
for USAID as part of the President’s Emergency Plan for AIDS Relief (PEPFAR).
With offices in more than 20 countries and over 800 dedicated staff members
around the world, SCMS is helping to improve the lives of people living with
HIV/AIDS in some of the countries most severely impacted by the pandemic. SCMS
procures essential medicines and supplies at affordable prices; helps
strengthen and build cost-effective, reliable, secure and sustainable supply
chain systems; and fosters coordination of key stakeholders.
The Global Fund to Fight AIDS, Tuberculosis and Malaria is a major
financing institution in the fight against these diseases in 140 countries. The
Global Fund selected PFSCM to be its primary Procurement Agent for Global Fund
principal recipients, under its Pooled Procurement Mechanism (PPM) aimed at
ensuring a cost-effective and efficient procurement process that meets all the
Global Fund standards for a Procurement Agent. This service provides support to
countries to resolve procurement bottlenecks and supply chain management
challenges and to facilitate timely access to pharmaceuticals and other health
products.
In addition, PFSCM implements other supply chain management projects with
other client/donors as appropriate
RESPONSIBILITIES
The Client Account Manager (CAM) works on PFSCMs Global Fund Pooled
Procurement Mechanism (PPM) project.
The CAM will be responsible for providing direct client relation services
to the designated Principal Recipients.

The CAM will also be responsible for
providing oversight and management on progress of PPM operations while
providing inputs for the resolution of challenges and bottlenecks for the
designated countries.

The CAM will also provide operation
support and guidance to other support personnel assigned to meet the
requirements of designated countries.
·
This CAM position in particular will support the Lead, Client Account
Manager and Deputy Director Client Relations with addressing a broader country
portfolio with shifting Principal Recipients.
·
The CAM assigned to this grouping of countries will provide more varied
country support and assist with country coverage as needed.
Specific Responsibilities:
·
Creates and updates assigned
Principal Recipient and final recipient profiles and shipping information.
·
Reviews and enters Principal
Recipient order requests into PFSCMs CRM system.
·
Assures buyers advise Principal
Recipients on a regular basis the status of outstanding Price Requests and
Purchase Orders.
·
Interfaces with the Client
Account Officer on Grant/order account balances and assures timely closure of
PQs and POs and completion of final invoices.
·
Interfaces with Principal
Recipients and advises buyers on in country activities potentially impacting
PFSCMs ability to perform its duties.
·
Liaise with the Global Fund’s
PPM-PSS team and other teams/individuals (Fund Portfolio Manager, Program
Officer, etc.) at the Global Fund Secretariat on specific orders and other
requests.
·
Track PQ and order status to
assure both meet agreed metrics.
·
Review Price Quotes submitted for
approval by the buyers.
·
Follow up on orders to assure
they are completed and buyers communicate to the Principal Recipients.
·
Assure buyers complete submission
of data into the Global Fund’s PQR system where appropriate.
·
Participate in regular team
meetings.
·
Contribute to the development of
and/or generate and distribute reports and other communication as required.
·
Monitor PFSCMs PPM web page for
inquiries.
·
Provide project-specific
administrative support activities and perform other requested duties as
requested.
·
Assure electronic document
storage (Knowledge Tree) for orders is up to date
·
Maintain hard copy files where
required.
·
Other duties as necessary.
QUALIFICATIONS
·
Bachelor’s degree and 4+ years of
prior work experience in procurement and/or sales and order processing.
·
Demonstrated ability to manage
account processing, with proven ability to function in a detail-oriented
environment.
·
Ability to work effectively both
independently and as a team member.
·
Strong interpersonal and
communication skills.
·
Strong organizational skills and
ability to prioritize tasks and activities
·
Attention to detail/accuracy.
·

Demonstrated skills in client

Ability to work comfortably with
Microsoft Office software, specifically Word, Excel, and PowerPoint.

Experience with ERP or
procurement/supply chain management software a plus.

language skills required.

Fluency in French required.
Salary commensurate with experience.
