The African Guarantee Fund for Small and Medium Enterprises (AGF) was set up to significantly increase the access of African Small and Medium Sized Enterprises (SMEs) to finance from the financial sector. Our key mandate is to assist financial institutions increase their financing to African SMEs through the provision of partial financial guarantees and capacity development assistance.

AGF is seeking to recruit a Capacity Building Officer based in Nairobi. The Capacity Building Officer’s role will be to assist the Director Business Development in implementation of AGF’s capacity development facility and provide support to partner lending institutions.

Duties and responsibilities

The Capacity Building Officer will assist the Director Business Development to:


  •     contribute to building relationships between partner lending institutions and business development support providers, promoting effective tripartite relationships between partner lending institutions, business development support providers and SMEs;
  •     develop and implement AGF capacity development strategies, approach papers and operational policies;
  •     prepare, manage and implement annual capacity development budgets and work plans;
  •     conduct and/or lead capacity development needs analysis for AGF clients to determine learning outcomes needed for client’s business success and collect information about target beneficiaries;
  •     coordinate identification, procurement and contracting of qualified providers of capacity development;
  •     design training curricula to achieve targeted learning outcomes;
  •     oversee training material production, quality assurance, revision, translation and production by consultants;
  •     coordinate training activities including organising and planning training workshops logistics;
  •     coordinate knowledge management and sharing fora for AGF for capacity building initiatives;
  •     manage the AGF resource centre and an online platform for access to training materials, tools, refresher trainings;
  •     develop and implement methods to monitor and evaluate the results of capacity building programs and capacity building initiatives;
  •     prepare regular capacity building Monitoring and Evaluation (M&E) reports.

Requirements

  •     A minimum of a Master’s degree in Business Administration or a related field;
  •     At least 5 - 8 years’ managerial experience, preferably gained in a development financial institution coordinating capacity building initiatives;
  •     Strong knowledge of strategies, approaches and tools in capacity development;
  •     Have a good understanding of financial institutions’ approaches to SME lending, risk mitigation strategies, loan appraisal criteria etc;
  •     Excellent knowledge and understanding of the SME context in Africa; and
  •     Excellent project management and consulting skills.

Description of the unit / department: Trócaire works in partnership with local organisations to overcome poverty and promote justice in developing countries. Within the Horn & East Africa Region, Trócaire implements and manages development and humanitarian programme work in Kenya, Ethiopia, South Sudan, Somalia, and Uganda. Background to the Role: A significant percentage of Trócaire’s budget comes from institutional donors, with countries in the Horn and East Africa being strongly support by institutional donors. The Institutional Funding Officer provides a key support function to programmes, staff and partners, to ensure that institutional funds are secured, managed and reported on in compliance with Trόcaire and institutional funders’ policies and regulations. As the organisation transitions from a regional to a country focus, the IFO will play a crucial role in supporting country teams to strengthen their capacity to attract and maintain institutional funding.

Reporting to: Head of Region – Horn and East Africa Contract Type: Fixed term Contract Duration: 2 years Grade and Scale: Overseas Programme Officer Location of Position Nairobi, Kenya, with regional and international travel. Scope of the Role: In close collaboration with Trócaire staff and partners, the post holder will work with country teams to develop and implement country institutional funding strategies. The post holder will support and assist in proposal development, monitoring of grant compliance and finalising reports for donors, in agreement with relevant programme officers and country and regional management; support the capacity of programme staff and partners to develop and manage institutional funding contracts; work closely with Country Directors to establish and strengthen relationships with current and potential donors and develop, document and maintain a full understanding of all donor strategies, priorities and requirements.

Key Duties & Responsibilities Regional / Country Funding Strategies • Working closely with Country teams to collate and update information on donor priorities and strategies thematic and geographic areas of overlap with Trócaire priorities
• Support country teams to develop and maintain Country Funding Strategy Papers and annual action plans for countries of responsibility.
• Work closely with the Institutional Funding Unit in Ireland and grants officers in Ethiopia and Somalia offices as required, in order to coordinate contacts with / applications to donors.

Donor Relationship building In close coordination with Country Directors and Head of Region: Build new donor contacts. Strengthen relationships with current donors. Negotiate new contracts with donors Represent Trócaire at meetings organised by donors to review donor strategy and present co-financing opportunities.

Programme planning and Institutional funding applications 
• Work closely with programme and partner staff in-country to ensure programmes are well-positioned to secure donor funding
 • Pro-actively identify opportunities for securing institutional funding from governments, major donors and trusts accessible to Trócaire.
• Assist in the development of institutional funding applications (concept notes and full proposals, narrative and financial) in close coordination with donors, programme officers, Head Office programme teams and partners.
 • Participate in planning meetings, where appropriate, held with programme officers and partner staff to develop concept notes and full proposals for current and future donor calls.
 • Work closely with the Institutional Funding Unit in Ireland in the preparation of new applications.

Grant management 
• Provide advice and support to programme staff and partners to meet the contractual obligations and donor requirements of co-financed programmes and projects and ensure fulfilment of obligations both by Trócaire and partners.
 • Assist in the development of institutional funding reports and in developing financial management and reporting systems which will facilitate effective programme budget tracking and management, in close coordination with country directors, programme officers, Finance staff, and partners.
 • Support programme officers and partners in the timely development of proposals for modifications to donor contracts.
• Accompany donors and programme officers as required in monitoring visits to co-financed projects.
• Carry out monitoring visits to Trócaire and partner offices to supervise compliance with donor requirements.
 • Participate in project evaluations and audits as requested and ensure that these comply with donor requirements.
 • Work closely with the Institutional Funding Unit in Ireland in the management of existing grants.

Staff and Partner capacity building 
• Provide support and guidance to build capacities of staff and partners in managing Trócaire donor contracts, especially in narrative and financial reporting, in close collaboration with the country team.
• Provide support and training to programme staff and partners in the development of institutional funding applications and the management of grants, including identification of direct funding opportunities for suitable partners.
 • Identify partner capacity-building needs for directly accessing/managing donor funds.

Organisational planning and learning 

• Ensure all relevant donor related documentation is recorded on Trócaire’s management information system (MIS).
 • Provide information on institutional funding for all relevant documents at organisational, regional, country and programme level.
• Input into institutional funding planning, evaluation and learning exercises at organisational level. • Attend office, regional, departmental and organisational meetings and training courses as required/relevant.

Kenya, based in Isiolo County for one year, and then Nairobi with significant travel to Marsabit and Isiolo Counties in subsequent years. This person will report to the Chief of Party for the project and provide supervision over a team of technical specialists for a project that aims to improve the competitiveness and inclusiveness of the livestock industry in the arid lands of Kenya, particularly Marsabit and Isiolo Counties. The successful candidate will be subject to donor approval. 

Responsibilities

  •     In collaboration with the team, project partners and local communities, design and implement a market-driven strategy that creates incentives for commercial investment in the livestock sector and results in private-sector led solutions to myriad market constraints.
  •     Lead continuous community-level market research and in-depth value chain analyses of the livestock market system?including hides and skins, meat, and dairy value chains?which will serve as the basis for project external and internal communications, annual work planning and strategy formulation.
  •     Based on community consultations and constraints analyses, identify and implement activities to expand markets into rural areas, including through the rehabilitation of market structures through community-driven grants, as needed, and working collaboratively with other partners to ensure effective, fair governance and management of markets.
  •     Monitor the investment climate and engage the GoK and other stakeholders in dialogue on reforms needed to enhance the business enabling environment and incentive framework for increased private sector participation and profitability.
  •     Identify, vet and broker innovative business plans, models and concepts that increase access to markets, financial services, and secure transactions across the range of gender, age, socioeconomic/wealth levels, and demographics; support these initiatives through targeted risk mitigation using grants from the project's Community Contracting Fund.
  •     Assist community groups to identify, design and monitor market infrastructure that alleviates value chain constraints and improves access to markets.
  •     Identify capacity building needs of community groups, small enterprises and other value chain actors and facilitate access to relevant training and support services as needed.
  •     Promote learning and innovation among stakeholders that leads to improved competitiveness, greater inclusion of poorer pastoralists and women herders and traders, and greater transparency throughout the value chains.
  •     Ensure that the technical staff employs appropriate market-driven strategies and methodologies to achieve maximum benefits toward short- and long-term project goals; provide mentoring support on value chain approaches to project staff as needed.

Qualifications

  •     Minimum of 8 years of regional/international experience in economic growth, trade, value chain competitiveness, livestock, agricultural development, and/or food security programs; preference will be given to candidates with considerable working experience in pastoral areas.
  •     Demonstrated success in implementing programs aimed at increasing the competitiveness and inclusiveness of value chains using facilitation approaches.
  •     Demonstrated knowledge of the latest developments in advancing good/best practices in value chain development (i.e., USAID's value chain and facilitation approach) that reaches women, youth, the poor and very poor, creativity, willingness to innovate, think systemically and design catalytic interventions.
  •     Effective communication skills written and verbal to ensure effective dissemination of project information and collaboration across projects.
  •     Strong background in gender integration and women empowerment.
  •     A minimum of a Master's degree in a relevant discipline or a Bachelor's degree in a relevant field with an additional 7 years' experience to the required minimum above; fields of discipline and experience should be from areas such as Animal Science/Livestock Development, Veterinary Science, Agriculture, Agric. Economics, Agribusiness, and/or Entrepreneurship Development.

BOF is seeking a Junior Associate. S/he will be part of the regional investment team, will report to the regional manager (RM), and will provide support to other members of the investment team in managing regional offices' (RO) clients and loan portfolios. In addition, s/he will provide required administrative and logistical support to help maintain and manage RO operations.

Tasks and Responsibilities:

    Relationship management and communication:

  •         Assist investment team in communication with the MFIs, organization's offices worldwide, and third parties;
  •         Collect, sort, analyze, and file MFIs’ documentation, including but not limited to operational, financial, and social information;
  •         Support investment team members in preparation of credit proposals;
  •         Perform credit-related tasks as assigned by investment team members related to closing transactions, disbursement of loan proceeds, and follow-up;

  •         Manage logistics of the DD trips for traveling investment team members;
  •         Together with other investment team members, participate in on-site DD of the MFIs, collect, organize, analyze, and report information and data obtained during the DD trips;
  •         Assist in drafting MFI DD reports;
  •         Organize and file pre-DD, DD, and other relevant documentation.
  •     Country risk analysis:
  •         Carry out desk research and assist investment team in preparing reports on country risk, including, but not limited to macroeconomic, political, legal, regulatory, market, and other risks;
  •         Carry out desk research and assist in preparing and updating information and reports on regulatory and competitive environment of the local microfinance sector;
  •         Assist in drafting and updating country risk reports.
  •     Portfolio and investors reporting:
  •         Assist investment team members in performing portfolio analysis and reporting to supervisors, portfolio managers, and investors;
  •         Assist with fund management tasks, as required.

Qualifications:

  •     Degree in Finance, Business Administration, Economics, or related field;
  •     Preferably previous working experience or exposure to banking, microfinance or economic development sectors, but typically less than two years of relevant work experience;
  •     Previous experience or exposure to financing credit institutions and performing credit risk assessment and financial and social DDs of MFIs is desired;
  •     Interest in impact investing, double bottom line returns, and microfinance in emerging markets, developing economies, and in markets in transition.
  •     Financial analysis skills;
  •     Proficiency in Microsoft Office applications, with advanced skills using Excel;
  •     General knowledge of assessing credit risk and developing credit proposals;
