Job Summary Overview: The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) intends to recruit a Technical Advisor for a forthcoming health service delivery program in 1-2 regions in Kenya. S/he will work closely with the Chief of Party and other project staff to provide technical expertise and management support for the design and implementation of project activities supporting integrated health service delivery and addressing the social determinants of health. The Technical Advisor will be based in Nairobi or Mombasa for the duration of the project.

Job Responsibilities:
 • Provide senior-level leadership, management, coordination, and technical guidance to implement and sustain comprehensive, integrated health service delivery activities at the county and sub-county levels
 • Provide technical support and strengthen the capacity of project teams and partners to develop and implement key strategies
 • Provide quality assurance in best practices for HIV/AIDS, tuberculosis/HIV integration, reproductive health and family planning, MNCH, and/or malaria

Required Qualifications

• MD, MPH, or similar degree/education required
• At least 10 years of progressively responsible experience in technical service delivery support, combination prevention activities, PMTCT, C&T, and/or MNCH; experience leading or supporting USAID-funded projects a plus
 • 3-5 years of experience managing technical staff
• High level of understanding of the Kenyan context and the Kenyan health system
• Proficiency in English is required; additional proficiency in local languages a plus

The regional administrator will manage and supervise the support services of the mission.He/she will be in charge of the finance, the human resources functions and the overall administration of the mission. The position in based in Nairobi.

Missions and activities: Effective budget and finance management 
• Prepare project budgets in collaboration with the coordination team
 • Prepare yearly financial planning and inform coordination team and HQ of potential gaps, update as new funding comes in
 • Prepare, edit and communicate monthly budget follow-ups to the coordination and administration teams on the bases; ensure proper communication with HQ accounting department
• Prepare expense forecasts and ensure monthly follow up
 • Ensure production and filing of interim and final financial reports depending on donors deadlines and formats
• Supervise the audit of donors financing contracts and yearly internal audit
• Follow up on payments of contracts signed in the field (in cooperation with HQ depending on the place of payment)
 • Follow up the financial risks, including those related to the HR policy (provisions of end-of-contract compensation)

Supervise and manage the accounting of the mission
 • Prepare and supervise the accounting, extra accounting and expatriate data entering in the accounting software
 • Prepare and supervise the editing of the monthly accounting documents
 • Supervise the bank ledge keeping and bank reconciliation and matching
• Check and edit the monthly accounting documents, and send to Headquarters.
 • Consolidate and validate the cash forecast for the mission and send the transfer request to headquarters
 • Communicate payments made by the HQ for the field
 • Check the mission’s cash level on a monthly basis
 • Define the mission’s cash flow plan and ensure fund transfers to the bases

Overall management of human resources functions
• Ensure respect of SIF internal human resources regulation by all staff
• Manage and supervise HR functions, ensure HR documents are up to date and archived.
• Take part in preparing the financial and HR aspects of the projects
 • Ensure staff leave plan are regularly updated
 • Ensure staff database is up to date

Administration and office management
 • Daily management of office activities, planning, movement, well being of staff
• Ensure proper archiving of administrative documents
 • Ensure proper follow up of all SIF registration document in Kenya and Somalia and inform the HoM and HQ about any new requirements and/or issues
 • Initiate and / or develop relations with local authorities for HR issues (Labour inspection, Labour department) and financial issues (banks, Finance Department) and administrations

Profile :
• Minimum 5 years of Previous experience in humanitarian work, including previous experiences as mission Finance/administrator
• Proven experience of management/reporting of donor funding (EC, CIAA, Echo, and UN) and good knowledge of their requirements
• Good knowledge of standard logistic and procurement procedures
• Microsoft Pack office proficient
• Familiar with accounting soft (Saga and/or others)
• University degree in economics/finance and/or other related studies
• High polyvalence and multi tasks ability (HR, Finance, logistic, administration)
 • Proven experience in capacity building of national staff
• Ability to work with tight deadlines and with minimum support/supervision
 • Familiarity with Horn of Africa context (especially Kenya/Somalia)

AGF is seeking to recruit a Capacity Building Officer based in Nairobi. The Capacity Building Officer’s role will be to assist the Director Business Development in implementation of AGF’s capacity development facility and provide support to partner lending institutions.

Duties and responsibilities

The Capacity Building Officer will assist the Director Business Development to:


  •     contribute to building relationships between partner lending institutions and business development support providers, promoting effective tripartite relationships between partner lending institutions, business development support providers and SMEs;
  •     develop and implement AGF capacity development strategies, approach papers and operational policies;

  •     prepare regular capacity building Monitoring and Evaluation (M&E) reports.

Requirements

  •     A minimum of a Master’s degree in Business Administration or a related field;
  •     At least 5 - 8 years’ managerial experience, preferably gained in a development financial institution coordinating capacity building initiatives;
  •     Strong knowledge of strategies, approaches and tools in capacity development;
  •     Have a good understanding of financial institutions’ approaches to SME lending, risk mitigation strategies, loan appraisal criteria etc;
  •     Excellent knowledge and understanding of the SME context in Africa; and
  •     Excellent project management and consulting skills.

In addition, the Deputy Chief of Party, Operations shall be responsible for the following: Establish the program’s administrative and management systems (personnel, finance and accounting, procurement, logistics, grants and sub-contractor management) and internal control mechanisms to ensure their compliance with USAID regulations and FHI 360 policies and procedures. Ensure smooth day-to-day operations and administration of the program by overseeing national and regional financial and administrative operations of the project. Supervise the administrative staff and oversee the work of the senior finance manager, with particular attention to procurement. Manage human resources, including leading operations staff orientation, training, and supervising, and team-building activities for the project. Work closely with Chief of Party and operations staff as well as HQ project team to ensure efficient use of project funds and accurate accounting, monitoring, and reporting of project finances. Monitor program expenditures and prepare periodic financial reports. Adhere to FHI 360 and USAID guidelines and regulations for local subcontracting, procurement, and staff management with support from HO team. Establish professional and trustworthy relationships with local vendors, subcontractors, and collaborators and ensure that financial obligations to local service providers are met in a timely manner.

Position Overview:

Heshima Kenya is a non-profit organization based in Nairobi, Kenya dedicated to identifying, protecting and empowering unaccompanied refugee children and youth, especially adolescent girls, through our specialized shelter, education and advocacy programs. Working closely with the Country Director and program management team, the Finance and Administration Manager is responsible for ensuring effective and timely finance reporting, ensuring budgetary control and; overall compliance with US and Kenyan Government laws and donor requirements. The position holder reports directly to the Country Director and receives daily support from the Senior Program Manager. He/ She will oversee the administrative and finance team and provide oversight to Heshima Kenya’s bookkeeper based in Chicago.

Primary Responsibilities:
 1. Responsible for developing and implementing financial and administrative procedures such as: payroll, bookkeeping, insurance, budget and cost control, personnel policies, accounting functions, procurement procedures, contracts, inventory management and control procedures, security of facilities, financial reporting, strategic planning, as well as obtaining appropriate financing.

 2. Develops and regularly updates budgeting methodology.

3. Consolidates budgets on a quarterly basis or more often as needed for submission to Country Director for review. 4. Oversees donor requirements and communicates any budget variance and needs with the Country Director and to donors upon approval from the Country Director.

5. Prepares financial and narrative Board reports and represents Heshima Kenya’s financial status
 during Board meetings and financial Committee meetings; recommending areas of improvement and/or cost-cutting. 6. Monitors actual programmatic costs and recoveries versus budgeted costs and recoveries, and prepares monthly reports for submission to the Country Director.

 7. Ensures that taxes and other statutory payments are made in a timely manner to all Government agencies and vendors.

8.Holds regular meetings with US-based team and Country Director to analyze monthly and quarterly cash flow, expense projections, and ensure that accounting standards are followed; provide guidance where necessary.

9.Works closely with the Country Director and program managers to develop the annual operating budget.

10.Oversees inventory management of the Maisha Collective and ensures that proper accounting policies and procedures are in place.

11. Tracks all Maisha sales and ensures proper record keeping within the US and Kenya Quick Book files.

12. Prepares monthly budget, donor, and sales reports and analyzes variance and income needs.

 13. Oversees audit preparation and communication.

Qualifications:
 1. Be a Kenyan citizen.
 2. MBA in Business or Finance preferred; Certified Public Accountant (CPA-III).
 3. 2-3 years experience in accounting in a senior level position.
 4. Knowledge of accounting and especially on inventory management within a manufacturing concern.
 5. Strong knowledge of international and US accounting standards; background in OMB and GAAP accounting standards a plus.
