BIMCOR Inc. is a wholly-owned subsidiary of Bell Canada established in 1983 with responsibility for the investment management of the pension plans of the BCE group of companies with office locations in Montreal and Toronto. Assets under management as of December 31, 2013 were approximately $15 Billion.
The Compliance Manager is accountable to the Vice President Finance and Operations for the monitoring of compliance for the clients under Bimcor’s management or for which Bimcor manages pension investment records.
Oversees the operations of the firm pertaining to securities legislation and regulatory agencies (l’Autorité de marchés financiers du Québec (AMF) and the Ontario Securities Commission (OSC)). Entitled to report to Senior management any misconduct of Bimcor with regard to securities legislation.

Major Duties and Responsibilities
1) Assesses compliance status on an on-going basis for each client and reports any concerns or non-compliant situations to the appropriate Bimcor Officer.
2) Ensures that the regulatory required Company/Clients’ legal documents, such as Trust Agreement, Management Agreement, Statement of Investment Polices & Procedures (SIPP) are in-file and updated appropriately.
3) Ensures that the documentation pertaining to external managers (Management Agreements, Managers’ policies, quarterly compliance reports, etc) is maintained
4) Develops and maintains tools such as computer generated reports to monitor compliance with clients’ guidelines, the Pension Benefits Standards Act and securities regulatory agencies (AMF/OSC).
5) Supervises the revision, the integration, the testing and the maintenance of clients’ guidelines with legal regulations into the Bloomberg AIM system.
6) Ensures that new instruments (derivatives or other) are in compliance with clients and internal investment guidelines prior to their addition to clients’ portfolios.
7) Processes documentation requests from brokers/counterparties relative to account opening and/or credit facility maintenance.
8) Provides training and supervises the activities of the Compliance assistant.
9) Supervises and maintain the daily activities of the Private Equity, Private Infrastructure and Hedge Fund investments.
10) Reviews for compliance purposes Bimcor’s financial reporting, financial operations and periodic statements of free cash flows issued for the AMF and the OSC.
11) Supervises the maintenance of the documentation relative to the annual registration process with the AMF and the OSC for Bimcor and its registered employees.

Education Required:
·         Bachelor degree with an Accounting designation
·         Completion of the Partners, Directors and Officers Course (PDO) is mandatory
·         Completion of the Canadian Securities Course (CSC) is essential
·         Completion of the Derivatives Fundamentals Course (DFC) is essential
Work Experience Required:
5 + years experience in a compliance or internal control role with a Bank / Trust company of Investment Management Firm.
Skills:
- Mature, flexible team player
- Strong problem-solving and decision-making abilities
- Excellent analytical, planning, time management and organizing skills
- Fluently bilingual with excellent writing skill in both French and English
- Strong computer skills: MS Office, Bloomberg
