The Partnership for Supply Chain Management (PFSCM) brings together
multiple private sector, non-government and faith-based organizations that are

management and international
public health and development in the world. PFSCM has been recognized
internationally for its work to save lives through stronger public health
supply chains; the partnership won two supply chain distinction awards from the
European Supply Chain and Logistics Summit in 2010 and was a finalist in the
2012 Supply Chain Innovation Award Competition sponsored by the Council of
Supply Chain Management Professionals (CSCMP) and SupplyChainBrain.
PFSCM is implementing the Supply Chain Management System (SCMS) contract
for USAID as part of the President’s Emergency Plan for AIDS Relief (PEPFAR).
With offices in more than 20 countries and over 800 dedicated staff members
around the world, SCMS is helping to improve the lives of people living with
HIV/AIDS in some of the countries most severely impacted by the pandemic. SCMS
procures essential medicines and supplies at affordable prices; helps
strengthen and build cost-effective, reliable, secure and sustainable supply
chain systems; and fosters coordination of key stakeholders.
The Global Fund to Fight AIDS, Tuberculosis and Malaria is a major
financing institution in the fight against these diseases in 140 countries. The
Global Fund selected PFSCM to be its primary Procurement Agent for Global Fund
principal recipients, under its Pooled Procurement Mechanism (PPM) aimed at
ensuring a cost-effective and efficient procurement process that meets all the
Global Fund standards for a Procurement Agent. This service provides support to
countries to resolve procurement bottlenecks and supply chain management
challenges and to facilitate timely access to pharmaceuticals and other health
products.
In addition, PFSCM implements other supply chain management projects with
other client/donors as appropriate
RESPONSIBILITIES
Overall responsibilities:

Provide supervision, support and
coaching to the Client Account Managers and Client Relations Officer
·
Support the Client Relations team
to make sure they follow uniform processes to the extent possible; leveraging
tools and experiences across countries and clients to maximize PFSCM success.

Provide guidance to the team for
the efficient and adequate management of the PPM orders - prioritization of
orders; follow up on execution and in coordination with PPM’s country team
approach.
Specific Responsibilities:
1. Manage, mentor, and periodically evaluate the performance of the Client
Account Managers and Client Relations Officer, in accordance with PFSCM
policies and procedures.
2. Organize and support the PPM Client Relations unit in full accordance
with PFSCM policies, SOP’s and WI’s and PFSCM policies and procedures.
3. Provide additional support and guidance to the CAM team on new
procurement requests, including the dissemination to other teams as needed.
4. Provide additional support on the continued improvement and utilization
of My Orders; serve as a backup for user support as needed.
5. Give guidance and support to the CAM team on communication with PRs
including ensuring coordinated and consolidated information/status and response
to PRs queries.
6. Coordinate with the RSM Manager on emergency order support for PPM
countries and general coordination with the RSM team on routine orders that are
scheduled to move through the logistics hub.
7. Ensure that the team is proactively follow-up on open items for their
PPM countries and Global Fund requests.
8. Interface and coordinate with other PPM team leads for Procurement and
Supply Delivery Coordination and the Finance and Freight and Logistics teams.
9. Ensure that the Client Relations team and Finance team interface on
grant account balances, timely processing and notification for freight
invoices, demurrage costs and final invoices are supplied with correct and
documents for any variations.
10. Advises PPM teams on in country activities potentially impacting PFSCMs
ability to perform its duties.
11. In collaboration with the Client Account Managers and the Deputy
Director Client Relations, liaise with Global Fund staff to ensure Client
Relation activities are meeting Global Fund expectations and requirements.
12. On a monthly basis monitor and provide feedback for PPM KPIs and
performance improvement targets.
13. Contribute to the development of communications tools and reporting for
the PPM project.
14. Provide support and follow up on incident management and resolution for
the Client Relations team.
15. Act as back up for other the Deputy Director Client Relations, or
Client Account Mangers as needed.
16. Participate in PFSCM & PPM team meetings as necessary.
17. Performs other duties as required.
QUALIFICATIONS
1. Master’s degree in public health, business or public administration,
project management, logistics, supply chain management or equivalent
experience;
2. Minimum of 10 years of experience in public health, project management,
and/or supply chain management;
3. Previous customer relationship management experience in the public
health arena required.
4. Previous experience supporting national government health-related
programs in a low or moderate income environment.
5. Previous experience working in collaboration with communications and
knowledge management teams preferred.
6. Excellent written and oral communication skills. English fluency
required, including speaking, writing, understanding, and reading; second
language strongly recommended (particularly French).
7. Strong interpersonal and representational skills;
8. Excellent writing and oral presentation skills.
9. Demonstrated facility with Microsoft Office Suite applications,
including Word, Excel, Outlook, Project and Power Point.
10. Proven ability to work both independently with little supervision, as
well as part of a team.
11. Proven, successful experience communicating and collaborating
effectively with national and sub-national governments, international donors,
commercial companies, non-governmental organizations, and other program
partners.
12. Experience with the Global Fund and/or USAID a plus.
13. Ability to travel internationally 20% of the time.
